The five international experts performing the Quality Audit were selected by the agency with respect to the profile and the developmental targets of the University of Vienna, as well as their independence.

  • Prof. Dr. Manfred Schubert-Zsilavecz, vice-president, Goethe University Frankfurt
  • Rahel Siegrist, student, University of Basel
  • Prof. Dr. Anja Steinbeck, Rector, University of Dusseldorf
  • Susanne Zemene, Deputy Head of the Department teaching and learning, University of Hamburg

On 28 November 2014, the preparation meeting by the group of experts in Vienna took place. The experts analysed the self-evaluation report and determined the topics and agenda for the second site visit as well as the documents to be delivered subsequently by the University of Vienna. Talks were held with members of the university management, the quality assurance unit and the project group audit.

The second site visit took place from 25-27 February 2015. In coordination with the agency, the involved groups were matched to the particular appointments. An attempt was made to invite representatives from any functional department so that it is possible to discuss the relevant aspects concerning the quality assurance system comprehensively. Based on this agreement and in consideration of differences in faculty sizes and academic cultures, the definite persons were chosen by the university management and invited by the rector.

On 5 June 2015 the Swiss Accreditation Council certificated the quality assurance system of the University of Vienna. It confirms that the quality assurance system of the University of Vienna meets the requirements as stipulated in the 2002 Austrian Universities Act and the Hochschul-Qualitätssicherungsgesetz (act on quality assurance in higher education, HS-QSG). The certification of the quality assurance system is subject to the condition that a process for documenting the different examination types is developed until June 2017.

The certification decision was the culmination of a two-year long process implemented by the Swiss Agency of Accreditation and Quality Assurance (AAQ, until 2014 known as OAQ). In the course of the procedure the University drew up a comprehensive self-evaluation report (in German), which describes the quality assurance system of the University of Vienna and its analysis related to the AAQ standards.

During two on-site visits an international expert group, chaired by Professor Huber, president of the Ludwig-Maximilians-Universität München, LMU Munich, Germany, talked to representatives of governing bodies, heads of faculties, directorates of studies, employees and students. In its report the expert group appreciates the quality assurance system of the University of Vienna and provides advice and some recommendations.

According to the performance agreement of the University of Vienna with the responsible federal ministry, the decision on certification and the publication of the expert report have to be available at the latest on 30 June 2015. As per §21 of the University Quality Assurance Act, audit results have to be published by the agency as well as by the university.
